Eleven European countries have pledged to jointly release 42.6 million barrels of oil from their strategic reserves by the end of January 2027, in a coordinated move aimed at easing energy supply concerns as winter approaches.
About half of the release will be diesel — 20.5 million barrels — the fuel at the centre of Europe’s current supply squeeze. The pledge was made in a joint statement at the Energy Council meeting in Luxembourg on Thursday, October 29, and confirmed by the European Union’s energy commissioner.
“EU member states have reaffirmed their commitment to an accelerated release of 42.6 million barrels from strategic reserves over the next months, and around half of this will be diesel,” Energy Commissioner Dan Jørgensen told reporters.
Which countries are taking part
The eleven signatories are France, Germany and Italy, together with Belgium, Denmark, Greece, Latvia, Luxembourg, the Netherlands, Portugal and Sweden. Lithuania has endorsed the initiative but did not sign the joint pledge, according to the AFP report of the announcement.
The countries have also asked the European Commission to monitor the release through the Oil Coordination Group, with progress due to be reviewed at the December Energy Council.

Why now: the G7 deal and the winter squeeze
The European release forms part of a wider Group of Seven (G7) agreement struck this month to put 100 million barrels of diesel and crude oil onto the market. That deal followed a threat by United States President Donald Trump to ban diesel exports, and came after the US-Israeli war with Iran sent energy prices sharply higher.
The International Energy Agency, to which all the participating countries belong, had called in mid-October for members to step up releases of oil stocks ahead of winter. Its collective action, launched in March 2026, is the framework for the European pledge.
Jørgensen stressed that the EU does not see a physical supply shortage, but acknowledged the pressure on households. “We do not expect the security of supply issue as such. But for the citizens that are struggling to pay the bills, that might not matter,” he said.

What this does — and does not — mean
A strategic-reserve release adds supply to the market; it does not set pump prices directly, and the volumes will be released over the coming months rather than all at once. The pledge runs to the end of January 2027, covering the peak winter heating period.
What remains unknown is how much each country will release individually — no per-country breakdown was published in the reports checked — and how far the extra supply will move retail diesel prices, which depend on refining capacity, transport and taxes as well as crude supply.

What happens next
The release will be tracked through the Oil Coordination Group, with a formal review at the December Energy Council. Further G7 releases under the 100-million-barrel agreement, and any change in the Iran conflict’s effect on energy markets, will shape whether more stock is drawn down after January.
Frequently asked questions
How much oil will be released? 42.6 million barrels in total, including 20.5 million barrels of diesel, by the end of January 2027.
Which countries signed the pledge? France, Germany, Italy, Belgium, Denmark, Greece, Latvia, Luxembourg, the Netherlands, Portugal and Sweden. Lithuania endorsed the plan without signing.
Is this the same as the G7 release? No — the European release is the EU contribution within the wider G7 agreement to release 100 million barrels of diesel and crude oil.
Will this cut diesel prices? It adds supply, which can ease prices, but retail prices also depend on refining, distribution and taxes, so no specific price fall is guaranteed.
