Iran War Puts Energy Security at Centre of G20 Foreign Ministers’ Talks in Atlanta

Iran War Puts Energy Security at Centre of G20 Foreign Ministers’ Talks in Atlanta

G20 foreign ministers gather in Atlanta on Friday for a two-day meeting hosted by US Secretary of State Marco Rubio, with energy security at the centre of the agenda as the war with Iran unsettles global supplies, maritime security and trade.

The meeting, on October 30-31, is the last major ministerial gathering of the grouping before President Donald Trump hosts the G20 leaders’ summit in Miami in December. Washington wants the talks to focus the group on returning to what it calls its “core mission” of driving economic growth — but disputes over Russia’s war in Ukraine, China’s economic policies and the exclusion of South Africa threaten to overshadow the event.

Energy, food security and supply chains on top of the agenda

According to the State Department, the discussions are expected to focus on crises contributing to global economic shocks, including threats to freedom of navigation, energy and food security, and supply chains.

“Energy is foundational for economic growth around the world. Shared economic prosperity is tied to energy access, but it is also important that access is affordable and abundant,” a State Department official said ahead of the meeting. The official added that conversations in Atlanta would provide an opportunity to discuss energy and supply-chain challenges “as well as identify ways to collectively address the impact of geopolitical tensions on economic security.”

The focus on freedom of navigation and energy security comes as global fuel markets have been unsettled by the US military campaign against Iran — the same conflict that has put the Strait of Hormuz, a chokepoint for a large share of the world’s oil, at the centre of global economic anxiety. Who is attending — and who is not

Russian Foreign Minister Sergey Lavrov will attend, adding further tension to proceedings. Washington has invited Russia but not Ukraine, as Trump deepens his embrace of Moscow. The United States has meanwhile uninvited South Africa amid tension over Pretoria’s domestic and foreign policies, including its legal action against Israel.

European Union foreign policy chief Kaja Kallas said on Thursday she would urge partners at the G20, and at a separate EU-Canada summit, to strengthen support for Ukraine. Saudi Foreign Minister Prince Faisal bin Farhan is attending, while the United Arab Emirates is not expected to attend, though it is an invited guest at the Miami leaders’ meeting.

China is sending Executive Vice Foreign Minister Ma Zhaoxu rather than Foreign Minister Wang Yi, according to a list released by a State Department spokesperson. Britain’s delegation is led by Ed Miliband, Secretary of State for Foreign, Commonwealth and Development Affairs.

Jaishankar, the Quad and India’s energy stakes

India’s External Affairs Minister S. Jaishankar arrived in Atlanta to join the meeting, and will also attend a Quad foreign ministers’ meeting on the sidelines with counterparts from the US, Japan and Australia. Australian Foreign Minister Penny Wong said she would meet counterparts from the US, India and Japan for the third Quad foreign ministers’ meeting this year.

For India, among the world’s largest oil importers, the conflict in West Asia and disruption around the Strait of Hormuz have pushed energy security to the top of the agenda — an issue that weighs heavily on India’s oil, liquefied natural gas and fertiliser imports. Jaishankar will travel on from Atlanta to Antigua and Barbuda for the Commonwealth Heads of Government Meeting from November 1 to 4.

Divisions limit expectations

French diplomatic sources said no joint declaration was expected from the Atlanta meeting, reflecting the divisions among members. The Trump administration may instead issue a summary of the discussions, known as chair’s conclusions, although how far it captures differing positions remains uncertain.

Paris additionally wants ministers to discuss energy diversification and the transition away from fossil fuels as ways to reduce countries’ vulnerability to supply disruptions — a longer-term answer to the energy insecurity the Iran war has exposed.

Rubio will attempt to show that the G20 can still co-operate on shared economic risks despite the splits between members. Whether the meeting produces anything more than an agenda for December’s Miami summit will be the measure of that effort.

What to watch next

Watch for the chair’s conclusions after the meeting closes on Saturday, for any bilateral announcements on the sidelines — particularly from the Quad meeting — and for signals about what Trump wants from the December leaders’ summit in Miami, scheduled for December 14-15.
