China Calls US Midterms a ‘Domestic Affair’ and Vows to Keep Working With Washington

China reacted cautiously on Wednesday to the Democratic Party’s gains in the US midterm elections, saying it will continue working with America to uphold and implement the consensus reached between the two countries’ leaders.

“The US midterm elections are a domestic affair,” Chinese Foreign Ministry spokesperson Mao Ning told a media briefing in Beijing, replying to a question on Beijing’s view of the results. The opposition Democratic Party gained control of the US Congress and flipped key gubernatorial posts in the elections.

What Beijing actually said

Mao said China stands ready to continue working with the US to uphold and deliver on the important common understandings reached by the two heads of state, enhance communication, properly manage differences and expand cooperation. She said China is willing to build a constructive relationship of strategic stability based on respect, fairness and reciprocity.

The wording matters because of what it does not do: Beijing did not celebrate the Democratic victory, did not criticise the outcome, and did not announce any policy change. The message was continuity — an attempt to insulate the bilateral relationship from changes in America’s domestic political landscape.

Why continuity is Beijing’s priority

Chinese President Xi Jinping and US President Donald Trump held two summits this year, including a meeting during Xi’s visit to the US from 23 to 25 September, which China has presented as aimed at bringing strategic stability to the relationship. Mao’s remarks signal that Beijing wants that leader-level framework to survive a change in congressional control.

That is a statement of intent, not a guarantee. Congress can still shape trade, technology and security policy, and US-China relations have been sharply contentious over tariffs, export controls and corporate sanctions. A foreign ministry briefing proves what Beijing said; it does not settle what Washington or Beijing will do next.

APEC meeting also raised

Mao also said China was in contact with the US and Russia about a possible trilateral meeting between Xi, Trump and Russian President Vladimir Putin at the upcoming APEC summit in Shenzhen, to be held on 18–19 November. That detail was reported alongside the midterm reaction and remains a possible meeting, not a confirmed summit.

Frequently asked questions

Did China congratulate the Democrats? No. Beijing described the elections as a domestic affair and stressed continued cooperation, without congratulating any party.

Who spoke for China? Foreign Ministry spokesperson Mao Ning, at a regular media briefing in Beijing on 4 November.

Does this change US-China policy? Not on its own. It signals Beijing’s preference for continuity under the existing leader-level consensus, but policy will depend on decisions in both capitals.
